A Failed Airpark

Sandy Creek Airpark is a private, gated fly-in residential community located in Bay County, Florida, near Panama City. The airpark was developed around a single runway (Runway 9/27) with the vision of creating a close-knit aviation community where residents could hangar their aircraft steps from their front door. The community is comprised approximately 100 platted properties, each with direct or near-direct access to the runway or taxiway system. Governance of shared infrastructure — including the runway, taxiways, and common areas — falls under a Homeowners Association (HOA). Persistent disputes over maintenance funding, legal liability, and HOA enforcement have progressively undermined the airpark's goals. Ultimately this will likely result in the closure of the runway and the effective failure of the community's founding aviation mission.
